The Council (also known as "Consulta" in Italian) is a body acting as a liaison between State institutions and San Marino citizens living abroad. It was established in 1979 and is governed by the Law no. 98 of 1997. The Consulta serves the following purposes:

• to help maintain stronger links between San Marino citizens living abroad and their homeland;
• to bring the issues regarding San Marino emigration directly to the attention of the Minister of Foreign Affairs;
• to urge competent Authorities to consider the most important issues affecting San Marino Communities abroad;
• to express the opinions on the Country's general policies on behalf of San Marino citizens abroad.

The Council of the Swiss Abroad (CSA) represents the interests of Swiss expatriates before the authorities and public opinion in Switzerland. This is why the media call it the '"Parliament of the Fifth Switzerland". It has numerous major achievements for the Fifth Switzerland to its credit.

The Assembly of French Abroad (AFE, "Assemblée des Français de l'Étranger") is the organisation that represents the interests of French citizens abroad. Its purpose is to enable French expatriates to participate in the life of the homeland and protect their interests despite living outside France. The AFE informs the Government on all the issues regarding French nationals living abroad.
Starting from August 2004, the Assembly of French expatriates supersedes the Senior Council of the French abroad.

Los Consejos de Residentes Españoles (en adelante, CRE) son órganos consultivos de las Oficinas Consulares en las cuestiones de interés general para la comunidad española de residentes en su demarcación. Desarrollan sus actividades en materia de derechos civiles y laborales, acción educativa, social y cultural a favor de los españoles que integran dicha comunidad y su participación en todos los asuntos de su interés.

Conselho das Comunidades Portuguesas (CCP) é o órgão consultivo do Governo para as políticas relativas à Emigração e às Comunidades Portuguesas e representativo das organizações não governamentais de portugueses no estrangeiro, enquanto expressão de capacidade criativa e integradora e dado o seu particular relevo na manutenção, aprofundamento e desenvolvimento dos laços com Portugal, bem como dos elementos das Comunidades que, não fazendo parte de qualquer dessas organizações, pretendem participar, directa ou indirectamente, na definição e no acompanhamento daquelas políticas.
